Problems with Zotero only syncing one way

I am having a problem with Zotero syncing and wonder if anyone else has the same problem and a solution?

It seems that my Zotero is only syncing one way. I have Zotero stand alone installed on my PC and laptop with the same settings. I am only syncing references not attachments.

Any changes I make to my PC are changed on my laptop when I sync but changes on the laptop are not pushed back to the PC. One example - I accidentally deleted a collection on my PC, so I recreated it with the same name. On the next sync to the laptop I now have two collections with the same name. Any changes made to the laptop do not sync back to the PC.

Any ideas how to fix this?
