Footnote formatting issue in Word

I do not think that this is coming from Zotero, but I am noticing that between the dividing line for the footnotes and the start of the footnotes there are two paragraph returns on EACH page where a footnote is displayed. I cannot figure out how to remove this... any thoughts would be appreciated.
