Citing a UN declaration.

I am trying to cite the United Nations Declaration on the Rights of Indigenous Peoples. It's unclear to me what item type this is or what should be included in the citation. Help would be appreciated.

    There's nothing perfect, but report is typically a reasonable choice for official documents that aren't books.
