My Publications not working

I cannot add items to My Publications. The "New Item" button does not work. I am unable to drag items into My Publications (I get the red circle with a red cross through it).

I have previously added items to My Publications. I am able to add items to my library and sub-folders - just not My Publications.

Any advice?
