cannot get Zotero to work with word for Mac 2019

I have installed Zotero. My version for word for Mac is 16.23 (2019). The Zotero tool bar is displayed in word ribbon but I get the "unable to communicate with Zotero" error each time I try to perform a task with Zotero. I am logged in as administrator and all softwares are installed in admin account. all softwares are up to date.

    What version of macOS?

    In Tools → Add-ons → Extensions in Zotero, is the Word integration plugin installed and enabled?
