Why is it that there are some pdf when you downloaded they dont have a parent item?

    I guess because metadata couldn't be retrieved

    Yes, that's correct. In that case, your best bet is to save the item another way — either by finding it on the web and using the Save to Zotero button or using Add Item by Identifier in Zotero itself — and then dragging the PDF onto the new item. If all else fails, you can right-click on the PDF and choose Create Parent Item and enter details manually, but that's almost never necessary or a good use of time.
