Different behaviour according to publication date?

Is there a way to render in CSL a different behaviour according to the publication date?
For instance, here, the guidelines say "Publishers’ names are always omitted, exception made for the description of primary sources and for all books published before year 1800".
Can it be rendered?

No, not exactly. What you could do is to use the variables “original-publisher” and “original-publisher-place” to stand in for publishers to very old materials.

Though, if I am not wrong (or if I am not looking at the wrong place), Zotero does not accept (yet?) the CSL variable "original-publisher"?

You can add any CSL variable to Extra like this:
Original publisher: Publisher name
Original publisher place: New York
