How to grab and import the papers that a paper cites?

Suppose I have a paper with 30 references. It could be my paper, it could be someone else's paper. I don't have a neat .bib file or the Word file used to generate the reference list. I want to import these 30 references into my library.

I know how to get the list of papers which cites a paper (and import it into Zotero), but it's not clear how to do it the other way around.

Anyone got information? Thanks.
