Single quotation marks for IEEE style in ZoteroBib

When I tried out the IEEE format in ZoteroBib the article title has single quotation marks around it but the title is supposed to have double quotation marks around it. In Zotero the style has the double quotation marks. I thought that Zotero and ZoteroBib would be using the same citation styles. Is that not the case?

I think any journal article would be able to reproduce the problem. Try searching for the title: Mineral bridges in nacre.

@dstillman -- IEEE localizes (and would do single quotes e.g. in en-UK). Does zbib do anything with that?

It works ok in Firefox but not in Chrome even after I changed the language to En-United States.

I originally had En-Great Britain as the language in Chrome and when I select En-United States as the language it did not change the citation. After removing En-Great Britain it worked. After trying out a few different options it seems to me that the language that is listed first, even though it is not the language selected, is used.
