it's by design-ish. Running time values aren't parsed, so Zotero just treats them (and has to treat them) as strings and "greater than/less than" makes no sense.
It would probably be possible to write a parser -- how much more than seconds, minutes, hours and days could there be -- but given that no one has asked about this in 12 years of Zotero, I somewhat doubt its worth the effort.
