Upgrade StorageAnnotated PDF did not sync successfully

I am sorry I have to report the sync issue though many exists. I created annotations in a PDF on a windows 10 computer. I checked my webdav service. The annotated PDF was indeed uploaded to webdav service as the time matched the last time I modified. But no matter whether I restart Zotero or click the sync button manually on another macOS 10.14 computer, the pdf file was never updated. The date of modification of PDF on the mac is different from that in the webdav service.
Is that normal? It is sometimes quite annoying as I may forgot whether I added the annotations or not. Thus, I may lose some data and cost more time.
I appreciate the tool and enjoy using it. I hope the sync function could be more robust and reliable.
