"Manage Attachments" not an option in drop down menu

I've followed every tutorial I can find and still can't find a way to make the manage attachments appear in the drop down menu to easily transfer highlighted sections of PDFs into the notes section. I am using a Mac.

    Manage Attachments is part of the ZotFile add-on -- www.zotfile.com . Do you have that installed?
