Almost certainly you're getting locked out by google, presumably after making a relatively large number of request. Nothing Zotero can do about that. It will start working again in a while (typically about 24hs), but will quickly lock you out again when importing lots of items. See https://www.zotero.org/support/getting_stuff_into_your_library#large-scale_imports_from_databases for a somewhat viable workaround.
