If you have a bibliography in the document, delete it and then try to reinsert it.

I have the same error message. I'm trying to create a bibliography in a blank document pulling in all the materials in my Zotero library

No need for the Word plugin for that. Just select all of the items in Zotero and either drag them to Word or type Ctrl+Shift+C and paste in Word. See https://zotero.org/support/creating_bibliographies
