Short titles

I am using Zotero stand alone with Libreoffice 5. I am using Chicago 16th edition full note no ibid. Style. However, I notice an inconsistency. In some cases, the subsequent citation doesn't use short title, though there is a short title in the field assigned for it in Zotero. Sometimes it is blank: author, page or sometimes it uses the long title. I tried refreshing but no use. Is this a bug in Zotero 5.0.34?

That style has been replaced by Chicago 17th edition (full note). Chicago specifies two formats for subsequent citations. If the subsequent citation immediately follows a citation to the same reference (where ibid used to be used), only the author and page is given. If there is some other reference intervening, the short title is added. This is how the Zotero style is programmed exactly.
