You can browse the Web library on zotero.org on your iPad.
If you want to annotate PDFs on you iPad, you can use the Zotfile plugin in Zotero on your computer to send PDFs to a folder that syncs with your tablet (e.g., a Dropbox folder) and then pull the PDFs back after you edit them.
