Citing a pdf report that is not a journal article

I am trying to cite a USDA report and I can save the PDF into Zotero but when I try to retrieve the metadata it says there are no matching references found and it will not recognize the pdf when I go to cite it in my paper. How do I get it so that I can cite it using Zotero?

right-click --> Create parent item
and input information manually.
