Not Syncing to Owners Account

I manage a group library and syncing between users is fine, except with the owner of the group. The owner has many fewer references in his group library than what I or my other teammates have. We have checked the sync settings on all parties computers and they are all the same so I am not sure why the owners isnt syncing. Any idea why the owners library is not syncing the same as the rest of the group or suggestions for what to do? I am afraid to have him reset his library, as I fear it might delete the entire group!
