Curious, but I have just tried to install Zotero plug-in for LibreOffice, and it failed on two computers. One with Win7 and other Win10, both x86_64. Both have Java 8 (121), Firefox 52.0, and LibreOffice 5.1 and 5.0. I have tried manual install using Extensions manager and LibreOffice gives error message: Could not create Java implementation loader. After that the Zotero stays disabled.
Same issue, new install of LibreOffice stable (5.2.7.2) and Java 8 (131). Cannot install via Zotero or via manual install. No other information apart from error message stating "Could not create java implementation loader". Windows 10 x86_64, Zotero 4.0.29.17.
We can look into this, but ultimately this is a LibreOffice/Java problem, so you should probably begin by asking for help via LibreOffice support channels.
The solution was to install the Java development kit (JDK). Once that was installed, all versions of the runtime (JRE) appeared in LibreOffice and the plugin installed successfully. So it appears it is a bug in Libre.
Make also sure you have the same JRE version (32bit or 64bit) as your LO (it tells you in the 'About'). And that you have checked the right one in Tools|Options|LibreOffice|Advanced.
