no APA at all. APA style is (Ramos, 2016, p. 150) and would never use all caps.
American Sociological Association might be an option?

Are you working from an "instructions for authors" for a journal? For a university? If yes, please provide a link.

Did you examine the style (Am Sociol Assn) adamsmith recommended as similiar? See:
https://owl.english.purdue.edu/owl/resource/583/2/ maybe you can use the style edit utility to make it work for you.

I certainly cannot claim to be knowledgeable of all or even many citation styles; however I've never encountered the conditional in-text all upper case full author name .
