'Zotero Standalone is currently unavailable' when Standalone is already open

I'm having trouble saving any citations in real time from Chrome to my Standalone app. This used to work previously and I don't understand what changed. It only seems to sync when I either close out of the standalone app or actively press the 'sync' button in the app; I'm assuming that the citations are only saving to my online account. The copy of the pdfs are saving fine onto my computer, though. In my Chrome connector options it says 'Zotero Standalone is currently unavailable'.

I've tried updating to Zotero 5.0 beta and reinstalled the Chrome connector and nothing is working. Could this possibly be due to the proxy settings of my university wireless network?

    Yes. You should make sure that your proxy settings exclude the host 127.0.0.1 from proxying, such that trying to load http://127.0.0.1:23119 with Standalone open shows "No endpoint found" rather than a connection error.
