Retrieve Meta Data works for some, but not for other pdf files

So, for the majority of my PDF files I have been able to retrieve the meta data when I download the pdf into zotero. But, a few articles are giving me trouble, and I can't seem to figure out why? For example, here is a government article: https://www.ncjrs.gov/pdffiles1/nij/grants/244084.pdf


Whenever I download it and check the box "retrieve metadata" -- the error "No matching references found"

Does anyone have any insight into this problem? How I might remedy it?

    That just means that Zotero could not find the item in any of the full text databases it searches to retrieve metadata. You can manually enter the information for these items by right-clicking and choosing "Create Parent Item".

    I haven't looked at the specifics in this case, but the layout of the PDF can also just throw Zotero off. The paper above is still in Google Scholar, so instead of creating a parent item manually, you can just search for the title in Google Scholar, add the item via the Zotero save button, and, if it doesn't bring the PDF in, drag the existing PDF onto the newly created item.
