Extract highlights and annotations from PDF problem

Here, L can't extract highlights and annotations from PDF OCR file, then changed to Poppler tool, it works. But with note in Chinese, it can not display correctly, just like: ��N:N�NH�N:N�NHb�N�lum;N��u1dW(N (note on p.6).
Any suggestion?

    Is the OCR correctly done in Chinese? Can you copy-paste text from the PDF manually?

    Yes. OCR is correctly done. With Poppler tool can extract highlights correctly. Only the notes can not be extracted correctly.
