What would it take to create a Pages plugin?

There exists an Endnote plugin for Pages. What would it take to create a similar plugin for Zotero?

Apple develops the Endnote plugin for pages. Either they'd have to do the same for Zotero or they'd have to expose an API that Zotero could use.
