Draggin PDFs to parent item within collection not working

I'm trying to drag a PDF to a parent item within a collection, but it doesn't move. I can select and drag, the target parent item highlights, the cursor changes to the cross-through symbol, release the mouse button and nothing happens. What am I missing?

Firefox (41.0), Zotero (4.0.28.4), Windows 10
