Associated with web page files

How this is done by means of html or in other way, that file becomes associated with the web page. The term from https://www.zotero.org/support/attaching_files ?
Thank you

For example, when i save bibliography using Zotero translator from page http://ac.els-cdn.com/S0261517715001351/1-s2.0-S0261517715001351-main.pdf?_tid=ff9a37d4-5789-11e5-ba34-00000aab0f02&acdnat=1441868771_214a6b2a83a02dab81659cb9ffd3df2f
then the pdf file with full text also become saved in Zotero. But this is not so with all webpages which include links to files. So why some links are links to associated files and other are not?
  • Most pages supported by Zotero have dedicated code (translator) that scrapes metadata and attaches PDFs. One reason why some pages may not attach PDFs is because the translator code does not include this action or the page was updated and the translator is now broken. Another reason is that the page may not have a dedicated translator and is picking up metadata based on some recognizable identifier or embedded, structured metadata that does not include a link to the PDF. Lastly, it's possible that when Zotero tries to fetch the PDF, it is receiving a non-PDF document and rejecting it (this happens, for example, with PDFs behind a proxy when trying to import them into Zotero Standalone).

In either case, you should provide URLs to specific pages that are not working so we can either fix the issue or tell you that we will not explicitly support that page.
