This varies somewhat by citation style. Typically you'd include the URL in the bibliography, not in the text, something like
Citation:
(West, 2012)

Bibliography:
West, R. (2012, September 1). Rethinking Family Life. Retrieved from http://www.bostonreview.net/forum/promoting-social-mobility/rethinking-family-life-robin-west

This would be APA style, details for other Harvard styles differ, of course.
