Residual, ghost download files that never sync properly

This is a small problem, but one that slows up Zotero significantly. For about a year I have not been able to do a clean download sync. When I sync -- not every time, but when I do it after a short break -- the system cycles through the same 167 files. There is no error. I wonder if there is a way to clean up these orphan files that seem to be on the Zotero server?

    Most likely they're actually missing files in your local database, and Zotero is looking for them remotely after a remote change. Look at the blue dot column in the middle pane for empty circles (in all your libraries), or even sort by that. Delete those attachments and empty the trash and this will probably stop.
