No download of attachments possible with Windows 2012 R2 WebDAV Server, but writing

we want to set up our own webDAV-server for the attachment syncing. Therefor we use a Server with Windows 2012 R2 full patched.
Our Problem is that we can upload attachments by sync via zotero on our server but we can't download from our server by sync via zotero.
ZOTERO SIDE:
We already checked all our Zotero configuration with another cloud service and it was working fine, so that we assume that all our Zotero sync configuration is set correct. The WebDAV configuration at Computer A and Computer B is identic and we can upload from Computer A and B, but we can't download on Computer B, what we uploaded from Computer A and vice versa. But it is already on our server. We also cleared our sync-history to assure we get a full sync.
SERVER SIDE:
But if we check the rights we have set on our server with the Windows WebDAV-Client we can write, change, delete and read the files on our server via Windows WebDAV but Zotero WebDAV just can't.
It appears that Windows 2012 R2 and Zotero can't communicate proper.
What else can we try and how can we fix this problem?
The Protokol-ID for the sync of Computer B trying to download the files which are already uploaded from Computer A is D1076227430.
