Tags or Related

I need an opinion. If you want to relate your library entries back to a specific research question would you:
a. Use a tag to represent the research question
b. Create an item representing the research question and then use the 'related' function to connect the items to that research question.
c. There is another yet another option

    Zotero is a tool & multiple workflows are valid.

    I would much prefer using tags or folders to accomplish this, but it is a personal choice.
