Upgrade Storagereconciliation unimplemented for attachment items

When trying to sync I'm getting two errors
I'm using WinXP and a WebDAV from my university. I put the url, user name and password in and it connected and created the zotero folder.
Anytime after the initial connection when I click "verify" it gives me a -15 error.
I can see four zip files in the zotero folder on my WebDAV account at a total of 387kb. My library is around 200MB
In Zotero, I have an empty sync progress bar and a green sync arrow with a error icon. Holding the mouse over it gives me a message "Last error: Upload request already exists in Zotero.Sync.Storage._addRequest()
Any thoughts?
