Style Request: Foreign Affairs Review (China Foreign Affairs University)

I'm a student in China Foreign Affairs University, and I do need a citation style to fit our campus journal, Foreign Affairs Review (ISSN: 1003-3386).
But after several hours' trying, I have to give up my idea of creating a style by myself, because I couldn't figure out how to create a bilingual style.
I really need the help, and I guess most of the people here who could help me don't know Chinese. So I'd like to request you to help me in building up the bilingual structure and the English part, so I could fulfill the Chinese style by myself.

I've once met some international students from Cambodia and Viet Nam, but I haven't met anyone from the Philippines until now. I even not sure if we will study in the same campus the following year, you know, CFAU has two campuses.

In Shahe, there are dormitories for international students, and I guess there may also have some dorms in Zhanlan Road.
It may spend an hour to transfer between the two campuses if you could take the shuttle bus; if subway, it may spend more than 90 minutes.
