LO 4.2.2.1 Zot extension failing "Could not create Java implementation loader" id 1726466304

Failing to install Zotero add in for Libre Office 4.2.2.1 build ID 3be8cda0bddd8e430d8cda1ebfd581265cca5a0f from Zotero 4 on a 64 bit Windows 7 computer.
Uninstalled LO and java and deleted all versions of Java from Windows including registry.
Reinstalled LO, Java SE 7 U51 and even Zotero. Checked LO is using Java 32. Tried to install the extension from Zotero. Got an error "Could not create Java implementation loader"

LO extensions showing "Zotero LO integration 3.5.9 status of this extension unknown"
removed extension
repeated installation manually
again: "Could not create Java implementation loader"
Then had menu symbols but addin still not working.
Repeated from LO.
Eventually removed LO 4.2.2.1 and replaced with LO 3.6.5.2
Detected Zotero and after an install all running OK on the older LO version. Though I note it appears to be using Java 64bit.

Any help to use the latest LO with Zotero appreciated.

I have work to submit over the next six weeks so I will continue using the old version of LO but I would like to upgrade to the latest LO and use Zotero with it.
