Missing Proxy settings MAC OSX

I am missing the proxy settings in the newest release 4.0.17. MAC OSX installation

Is there a way to make it appear via command line or other options ?

    The proxy settings are a Firefox-only feature. They don't exist in Standalone (and never have).
