Some references only noted as footnotes
Currently I am developing a CSL-style called 'Leidraad', accordingly to the Dutch legal reference style 'Leidraad voor Juridische auteurs'.
I need help with a part of it. Some things only must be in a footnote but may not be in the bibliography. E.g.: a legal_case of legislation must be in a footnote but may not be in the bibliography. The actual rule (of the Leidraad-reference style) is that everything that does not have an author, editor or editorial-director must be referenced in a footnote but may not be in the bibliography.
Any tips to do that?

What I'd recommend doing is to sort the bibliography so that these items come last, see e.g. here for a how to.
