Upgrade StorageTesting for times cited > 1
How can I test, at the first instance of a cite, to see if it is subsequently cited. I want to be able to set a title-short for legal cases, and have it use the form:
Full Name [Citation] ('Short Title')
for the first note, and simply:
Short Title [Citation]
in subsequent notes. I have the subsequent notes working, but I only want the first note to have the ('Short Title') if the cite is used more than once. How can I test this? Near-note doesn't seem to work (with large distance).

adamsmithyou can't. It comes up a fair amount, so we might want to consider implementing it, but if so that'd still take a long time before it arrives.
