How to cite author´s full name

I am struggling to find a way to cite the author´s full name like this (NAME SURNAME, 2006).

As I am in Brazil, I am supposed to use ABNT style. The issue is that I have to cite some legislation from Europe and the "author" is "The European Parliament".

If I use "European Parliament" as an author, I get the inline citation like this:
(PARLIAMENT, 2006) when I should get (EUROPEAN PARLIAMENT, 2006).

I´d appreciate if someone could get me a hand.

    use single field mode to enter institutional authors like European Parliament, i.e. click on the white box next to the creator:
