Folders, Collections and Tags: how to use them ?

Folders have no overlappings, i e there is no item that can belong to two different folders whereas the Collections concept allows such overlapping. There are no true Folders in Zotero.
Therefore I suggest the folder icon be replaced with something else that more resembles playlists rather than folders.
It seems that Zotero encourages the use of Collections rather than Tags
Why is that ?

Collections and tags are two ways that Zotero allows a user to categorize / organize their library.

The various icons within Zotero were selected after much give-and-take discussion. While I have no objection to the folder as an icon for collections and have absolutely no influence with the developers; you may look over the websites from which the Zotero icons were obtained:

Fugue Icons (http://p.yusukekamiyamane.com/index.html.en)
Silk Icons (http://www.famfamfam.com/)

I did not find anything I thought might be better than the existing folder icon, unless maybe the folders that are rotated 90 degrees.
