Folders, Collections and Tags: how to use them ?

Folders have no overlappings, i e there is no item that can belong to two different folders whereas the Collections concept allows such overlapping. There are no true Folders in Zotero.
Therefore I suggest the folder icon be replaced with something else that more resembles playlists rather than folders.
It seems that Zotero encourages the use of Collections rather than Tags
Why is that ?
