Group library as book catalog with full text access

I'm trying to use a group library as a catalog of our books and documents for our staff of about 150. I've got the book data entered, created a group library and set the status to Public Closed so that I can share pdfs of documents listed in the library, otherwise I believe I cannot share pdfs. Staff can search for a book, get the call number, and go find the book on the shelf. But for some items, we only have electronic versions, which are pdfs of various documents. I'm trying to make access to those pdfs as simple as possible. I had hoped that I could just invite someone and they'd be able to go to the group library and get the pdf but it appears that they also must set up a Zotero account in addition to accepting the invitation. Can anyone confirm that this is the case? Can anyone suggest an alternate way of doing this using Zotero? I guess the simplest way of asking this is: Is there a way for our staff to access pdfs from a group library without creating a Zotero account. I sent several invitations which were received successfully and the link in the email allowed them to accept the invitation, but then nothing happened after. Are invitations only to be sent to, ... and used by, already registered Zotero users?

    no.
You could use Zotero as a front end on your side for another content management system, but Zotero will not allow you to share any PDFs with people without a Zotero account under any circumstances.
