adamsmithget in touch with Frank who runs www.citationstylist.org (and look at the page for info) a Zotero fork specifically designed for legal citations. At this point and until the special legal features get merged back into regular Zotero, I don't think it makes much sense to work on legal citation styles, which are always going to be unsatisfactory.
