Upgrade StorageBug: Add-ons menu in Standalone on first-run

The first time you select Tools-->Add-ons in standalone, there is a permanent "Thinking" or "Loading" symbol in the window.
It goes away when you click on "Extensions" on the left, but it's confusing for new users:

This never re-occurs once you've selected Extensions, since mozilla remembers that, so I've only been able to reproduce it once - but together with the user report on twitter and the content of the report ID it seems like a general bug.
