Keyboard shortcuts broken on Windows (should be Ctrl+Alt+, are Alt+)

Zotero Preferences window says that keyboard shortcuts are invoked by Ctrl+Alt+Letter (http://www.zotero.org/support/_media/preferences/preferences-shortcuts-z3.0.png).

But no matter how hard I try, I can not get it to work. Instead, shortcut actions are invoked only by Alt+Letter.
I have tried both Zotero standalone and Firefox extension. I have tried switching keyboard layout from "Polish (programmer)" to "US (Default)". I have tested Zotero 3.0.8 with Windows 7 (i686). Problem appeared on every setup I tried.
I could not reproduce it on Debian GNU/Linux (amd64).
I am using notebook without external keyboard, but I have no idea if it matters.


This is problematic, because Alt key is modifier key. It is used by central European keyboard layouts to put national diacritics characters (Alt+L becomes Ł). And since Zotero overrides keyboard layout, it is impossible to access some characters from keyboard. I know that I can simply remap keyboard shortcuts to something that does not interfere with diacritics characters, but this is certainly bad user experience right from beginning.

I think that this bug is reproducible and quite old. Hell, it even made it into Polish documentation (http://www.zotero.org/support/pl/quick_start_guide) (second header says that you should change Zotero keyboard shortcuts because they make inputing Polish words impossible).

Can anyone shed some light on this? Is there some particular setting I should try?
