Pdfs not being saved in JSTOR

I have an user who is not able to save the PDFs into Zotero. She encountered this problem when searching JSTOR. Zotero saves the bibliographical information, but not the PDF (Yes I have checked and the option "Automatically download associated PDFs" is checked in the preferences). She tried other databases and they worked fine (meaning was able to download the PDFs - Ebsco databases). Any suggestion of what might be causing this problem?

    in most cases users will have to manually download/open one pdf per session in order to agree to JSTOR's terms of service before automatic download works.
