Can't seem to change et al abbreviation

I have just changed a csl for the first time successfully (changing the Harvard style 1, to a colon before the page number, and removing disambiguation). However, despite the seemingly clear instructions on changing et al abbreviations on http://www.zotero.org/support/dev/citation_styles/style_editing_step-by-step, I cannot seem to get the style to cite Howard et al 2003, rather than Howard, Smith & Adams 2003.
Here is what I believe is the line in my style:
<bibliography hanging-indent="true" et-al-min="3" et-al-use-first="1">
Shouldn't this be working? I can copy the whole csl if need be.
