Making notes and Highlighting in PDFs

How do I highlight and add notes to PDF snapshots? If there is not a way, it would be SO HELPFUL to be able to do this

    You use a third party tool to markup the PDF directly or you convert to HTML to markup in zotero--you can't natively mark-up PDF.
