Classification of a Document

I want to save a document that is self defined as an "issue paper" and wonder what others believe is the closest classification. Also for similarly stlyed "research papers" or documents from think tanks.

use report. It will have the best selection of fields and is also coded in a good amount (though not all) relevant citation styles.
