Conference Paper - date and place

Should the date and place fields for a conference paper indicate the date and place of the conference or the date and place of paper publication?

I'm not sure what most citation styles want.

Some citation style want both - as things are now, I would use the publication date, but Zotero does need both a separate field for the event place and the event date - I'm pretty sure that's covered in the list of field changes/updates for the next Zotero version.
