Which site and which Zotero version? Are you sure that you have access to the full text pdf and if you use an institutional proxy to access resources, do you have proxy re-direction by Zotero enabled?
It should be enabled by default - check in the Zotero preferences under "Proxies". Zotero should automatically re-direct you to the pages in question. E.g., if this is about JSTOR, clicking on
http://www.jstor.org/stable/2095440
Zotero should automatically insert the proxy (so that the address looks something like http://www.jstor.org.ezproxy.myuniversity.edu/stable/2095440
It's also possibel this just doenst' currently work for the database you're looking at - we'd have to know which one that is.
adam, thanks. I cant find proxies in Zotero preferences. It has tabs for general, sync, search, export, cite, shortcuts and advanced but no proxies. Anyway I think the proxy system is working, when I search I get redirected through my university's website and I can access PDFs that way. I just can't download them. Is that typical when working offsite? Can I only download if I'm working at the university?
Are you using Zotero standalone? If so, you need to say so. If you say you're using Zotero and Firefox, I assume you're using the Firefox add-on. For standalone this is a known issue. It will be largely fixed in 3.0.2, due out in the next couple of days.
OK I downloaded zotero for firefox and am having some success ...a few sites download pdf but many still just download a snapshot

In this case you should be able to get a pdf - Zotero looks in the right place I believe.

edit: also, at least for typical websites like JSTOR, pdf download should work for standalone since version 3.0.2, which was released on Tuesday.

No, there is no downside to manually downloading pdfs -
Automatic download should work in all of these cases, though. My link to the troubleshooting was specifically to 6. --> if you encounter any of the generic translators you should never expect a pdf. But JSTOR, Highwire 2.0 and Sciencedirect should automatically attach pdfs.
no I am not automatically directed there just to google scholar for everyone.

In Firefox, open the Zotero preferences and go to the Proxy tab (third from a right). Either describe exactly what you see (which boxes are checked and what does it say in the window in the middle) or take a screenshot, upload it to a free image hosting site like imageshack.us and post a link to it here.

The window in the middle has nothing in it at all
ah ok. So Zotero isn't automatically recognizing your proxy setting - which then also means it doesn't plug it automatically into the address it uses to get the pdfs. That would explain the problems.
Unless someone beats me to it, I'll tell you tomorrow how to manually add your proxy. (I'm actually surprised that Zotero doesn't catch it).
OK. Let's try this - may take one or two rounds back and forth before this is working correctly.
1. Open the proxy tab in Zotero for FF
2. Click on the plus below the empty window.
3. In the new window that opens, check "Muti-Site"
4. The window will change a little. Check the newly appearing "Automatically associate new hosts" box
5. In the "Schema" box enter http://%h.helicon.vuw.ac.nz/%p
6. In that same window, click on the plus under the box labeled "hostname" and type www.sciencedirect.com
7. Here is an image of what the window should look like now

8. Click OK. Your proxy should now show up in the window that was blank before.
9. Try this step again: In Firefox, if you paste this address in the URL bar:
