When I want to purchase that Google Checkout want's to level two charges as follows: $20 NOW plus $21 per year starting TODAY

IS THIS A MISTAKE????

Yes that's a mistake and I'm pretty sure you won't actually get billed those 21$ today. (To be sure someone official would have to confirm)

IIRC, that's a display issue bc of the way google checkout shows recurring payments. If you subscribe to 1GB of storage you'll pay 20$ now and then - unless you cancel your subscription - 21$ in one year for the next year.
