Import a list of personnal tags?

Using Zotero, I plan to made a complete annotated bibliography of web ressources about a writer. At first, before I start to search, I create a list of few hundreds of my own "standard personnals tags" wich I will use to do it.
Is there a way to import these list of tags in Zotero BEFORE I start?

For a group of searchers working on the same collections of items, it will be useful to import in Zotero the "shared tags" wich all members of the groups have to use.

    I think that tags have to be associated with a record, so you'd have to insert a dummy record (or records) that contained all of the tags.
